Expanding the Endowment Tax: Who Really Pays?

The buzz in higher education is around Congressional proposals to expand and increase the endowment tax on colleges and universities—and for good reason. The proposals call for broadening the universe of schools that pay the endowment tax from large, wealthy institutions to smaller, regional ones that are financially weaker than those currently being taxed.

The impact of these proposals is enormous. Our analysis shows that the expanded endowment tax threatens to do lasting financial damage to over 150 schools and decrease affordability for students receiving aid.
